Philander was born about 1837. He was the son of Peter Wells and Mary Shaw. He passed away about 1906. 

A very interesting Civil War veteran of the Glorious 106th New York. He could use some Wiki improvements laugh

He has a wonderful obit which reads in part “… Mr. Wells was prominent In the affairs of the city and was for several years alderman, then mayor, and was also a director of the State Fair association for many years. He was a prominent Mason, G. A. R. and Mystic Shrlner. He served through the civil war and fought In many of the bloodiest battles, winning distinction for bravery and receiving several promotions. He was one of the personal body guards of General Grant in the final surrender and was in the grand review In Washington. He was quite wealthy and leaves an only daughter, whose home Is In New York…”
