Early Russian Submariner? Born Riga 1883/1884

Question

Hi all,

second question on G2G about Nicholai - apologies.

Nicholai Carl/Charles Uppeneeck, in his attestation papers for the Australian Imperial Forces during WWI, claims to have Russian Imperial Navy experience on submarines (page 17 here).

1. Do any records still exist that may confirm this submariner experience? 
2. Do any birth/church records exist for him?
3. His mother, Elisabeth, is said to live at 168 MACKOBCKOU/MACKCKOU/MACKOBCHOU STREET, RIGA. I suspect the street name is copied from the cyrillic - any clues as to where that is now?
