Unable to merge a clear duplicate

Question

I have received a notification that there is a duplicate of profiles which is correct.  However, when I try and merge the profiles I get the following error code...

'Change before saving' 1. Permission denied.

One of the profiles was 'private' which has now been made public as I thought that might of been the issue but still cannot merge them.  Looking to use the text from Basham-1397 as that is sources.  Any ideas about what I am missing here?  I've done merges in the past and never had any problems.

Nothing is obvious to me just from looking at the profiles.   I could try to do the merge and see what happens, but I won't do that unless you'd like me to.

I had to reverse the direction first, which shouldn't have been a problem (the text from the preferred profile could still be saved), but then was stopped from completing it due to privacy.  Even though one of the profiles is "Public," apparently it needs to be "Open" or, alternatively, only a PM can do the merge.  Here's what I got (you can click on the image to see a larger version):

It seems like you should have been able to do it.  

Maybe someone else can be more help.

When a merge involves a locked profile, only the PM, or someone on the trusted list of that profile, can complete the merge. You can also send a request to Admin to ask them to complete the merge, which they will usually do, IF it has passed the default time period.

On my own list of pending merges, I am told:

Approval from Paddy Waldron for Cathcart-473 has been recorded.
No response for Cathcart-7. Default approval.
You can complete this merge after a final comparison.

Having gone to the trouble of trying to integrate the biographies, I was then presented with the unnecessarily cryptic
"Change Before Saving
    Permission Denied"
error message.

This G2G discussion has taught me that I should have checked that both profiles are open before wasting my time.

Can I suggest that both the "pending merges" page and the error message should be changed to avoid others wasting their time?
