Barclay was born about 1837. In the 1850 census Barclay Vail (age 13) was living with his parents, Sindley (sic) (Lindley) and Rachel Vail in Franklin, Hunterdon, New Jersey, United States, and through the 1870 census (then in Harford, Maryland.[1][2]

Barclay I Vail married Adaline Adda[2] E. Blackwell on 14 Jan 1864 in Macoupin, Illinois, United States.[3]
