Arthur was born 10 Dec 1745 in Providence, Rhode Island to Arthur and Mary (Olney) Fenner. He became the fourth governor of Rhode Island. His death 15 Oct 1805 in his 60th year at Providence, Military and Civil Honours. His wife Amey died 5 Sep 1828 in her 80th year.[1]
Governor Fenner married Amey Comstock (born ca. 1749; died September 5, 1828, in her 80th yr.), daughter of Gideon Comstock of Smithfield, Rhode Island. [2]

It is strange that there were three documented sons who would have been about 8, 3, and 1 at the time of the census. Perhaps the birth year for Joseph is wrong and he wasn't born yet during the census. Or it could be that one was staying with another relative, or that an error was made when the census was taken.
