Should Spindletop Scam be a sub-category under Frauds and Fabrications?

Question

I have written a description of the scam.  Should this be a sub-category of Frauds and Fabrications?  Do I use the write up as the Cateogry Page?

So far I have five people who need to be "tagged".  Hopefully, not to many more will show up on WikiTree, but I've seen them on Ancestry and Family Search (once I started looking).
