William was born on 17 May 1862 to Nicholas Peters and Josepha Peters nee Wills.
William was baptised[1][2]on Good Friday, 3 April 1863 in the parish of St. Hilary, Cornwall, England, United Kingdom. At the yime of the ceremony the family were residing in Higher Down and his father, Nicholas Peters was noted as a Miner.

William married Christiana Peters, a widow and who was fifteen years his elder, and the marriage was registered[5]during the second quarter of 1886 in the district of Penzance, Cornwall.
