Cecil Maurice Peters was born in 1886, his birth registered between Jul-Sep 1886 at Westhampnett, Sussex.^[1] He was baptised on 19 September 1886 at West Wittering, Sussex, England.^[2] He was the son of Henry Peters, a Coastguard, and Sarah Andrews.

Cecil was the fifth of seven children born to William and Sarah:
