Peter George Morgan was born into slavery in Nottoway County, Virginia, on 21 October 1817. Around 1840 he married Julia Ann Jackson (an enslaved woman) and they had at least three sons and four daughters together. Peter worked as a shoemaker to purchase his own freedom from his enslaver, Thomas H Fowlkes, then purchased his wife and children.[1]
On 15 January 1864, he emancipated his wife and three daughters. During the Civil War, the family moved to Petersburg, Dinwiddie County, where Peter operated a saloon. In 1867, he was nominated by the radical wing of the Republican party to help rewrite Virginia's consitution as required by the Reconstruction Acts. In 1869, he was elected as a Virginia state legislator to represent the town of Petersburg in the House of Delegates.[1]
He remained involved in Republican politics and was elected to Petersburg's city council in 1872, where he served several terms over the next decade. He had a deep commitment to education and served as a trustee when his son-in-law James Solomon Russell founded Saint Paul Normal and Industrial School in Lawrenceville, Virginia, which is now Saint Paul's College.[1]
Peter George Morgan died on 15 March 1890 while visiting family in Lawrenceville and was buried next to his wife at People's Memorial Cemetery in Petersburg.[2][3]
