Isaac was born in 1838, near St Margaret's Bay in Nova Scota.. He was the son of James Hubley and Eleanor Boutilier. Isaac served in the Civil War in America with the North Carolina Blocking Squadron in Virginia and was stationed on the USS Shohokon. Most of his life Isaac was a seaman - he had two tattoos; on his right arm an English Coat of Arms with the words "don't give up the ship" and on his left arm the image of a crucifix and a Goddess of Liberty. In 1868, Isaac arrived in Alaska as a crewman on the sailing ship Torrent; it carried Battery F of the US Army, and its mission was to build a fort on the Kenai Peninsula. Before the ship reached its destination it went aground on a reef near English Bay. The entire crew and passengers were rescued by the ship Fideliter and taken to Kodiak. Isaac did not return south, but stayed in Alaska hunting sea otter off Kodiak Island and married Tatiana Nekrasov from Afognak Island. Eventually Isaac and his wife migrated west to Belkofski and then settled in Unga where they raised a family of nine children. In Unga, Isaac served as a US Commissioner; he was a respected man and was affectionately titled "father of Unga".
Isaac passed away in 1917. He is interred beside his wife, Tatiana, in the Unga Russian Aleut Cemetery in Unga Village, Unga Island, Shumagin Islands, Alaska.

Children listed are Heanna, widowed, age 39, Isaac Jr, age 35, Elisi, divorced, age 22, and Willie, age 19. Also listed is Mabel Sargant Hubley, granddaughter (assumed to be daughter of Elisi), age 4
