Floyd was born in 1862. He was the son of Perry Heald and Permelia C. (Montgomery) Heald.
He married Nettie L. Miller (1877-1929). They gave birth to two (2) children: Thelma Helen (Heald) Figgins (1901-1963) and Grace Minnie Heald (1903–1989).
Floyd received his college education at the Edinboro, Pennsylvania, Normal College by teaching boxing. He was also a skilled ice skater. After college he worked in his father's sawmill, then worked as a baggage handler at Chautauqua, New York.
In 1882, he came to Jerry City, Ohio, where he worked at a boat oar factory as a boat oar finisher. He then attended The Fostoria Normal Academy and took a business course. In 1884, he was mayor of Jerry City and also served 4 years as deputy sheriff.
He married Nettle L. Miller in 1898. They moved to Standish, Michigan and operated a hotel. In 1908, they moved to Bowling Green, Ohio and worked at the Forney and Company Store there.
In 1910, Floyd was elected Sheriff of Wood County as a Democrat and held that office for two terms. He also held other offices in Wood County.

Floyd passed away in 1947 and was laid to rest in the Oak Grove Cemetery, Bowling Green, Wood County, Ohio, USA.
