Herbert Robinson Brookes was born in 1867 in or about Bendigo in the Colony of Victoria. He was the second son of William Brookes and Catherine Robinson.
Herbert was an Australian businessman, philanthropist, and political activist. He inherited substantial holdings from his father, and served as president of the Victorian Chamber of Manufactures. He was involved in numerous charities, and was a major benefactor to the University of Melbourne, his alma mater. He also filled various governmental positions, serving on the Board of Trade, the Tariff Board, the Australian Broadcasting Commission, and briefly as the first Commissioner-General to the United States the equivalent of today's Ambassador of Australia to the United States.
Herbert was a member of the Australian Church, a Melbourne-based spiritist church known for its liberal theology. In 1897, he married Jessie 'Jennie' Strong, eldest daughter of the church's founder, Charles Strong. Widowed just two years later, in 1905 Herbert married a second time, to Ivy Deakin, daughter of Alfred Deakin, Prime Minister of Australia, who also attended the Australian Church. The couple subsequently had a daughter and two sons:
Herbert passed away in December 1963 and is believed to be buried in the St Kilda Cemetery.
