In 1681 William Penn sent his Commissions to America to establish a colony, carry out his "plans and specifications", and found a "Great City" which was to be called Philadelphia. Two ships, Bristol Factor and John and Sarah, arrived in the fall of 1681 with Commissioners John Bezar and Nathaniel Allen. The third Commissioner, Captain William Crispin, was aboard another ship (probably Amity), but was blown off course and subsequently died in Barbados. After the tragedy, that ship returned to England and is not counted with the 23 voyages of the fleet. The majority of the colonists arrived during 1682 aboard the remaining ships which included Bristol Factor, making her second sailing. Most of the colonists were from England but at least one (Antelope) carried colonists from Ireland and another, (Lyon), colonists from Wales.
These 22 ships, that made a total of 23 voyages, are considered to be the Fleet of William Penn.
