Seems like this profile should have a project manager?

The Maryland State Archives has a biography that would add a lot to this profile. See https://msa.maryland.gov/megafile/msa/speccol/sc3500/sc3520/001400/001451/html/1451bio2.html

The profile could use a lot of work but as far as the guidelines for the Notables project,  I would say that the project has no real need to manage it. I adopted it and will add any project that wants to manage it if they request it.

I agree with you Dale - If someone wants the Notables to be a co-manager, then I suppose you can add them, but Notables would have no real reason to manage it unless it's  having controversial edits that are already happening or anticipated. Other than that, I can't really think of a good reason to "project" manage the profile.
Scott I added a source and made a very brief start on the biography but I probably wont do much more with it in the near future. I will keep an eye on it but anyone is free to edit it if they wish.
Some profiles of long-ago politicians, like this one, are managed by the relevant state projects -- or more likely, by the United States Project on behalf of a state project. Members of a state project are generally more likely than the Notables Project to be equipped to deal with the profile of an 18th- or 19th-century state politician.

I do not see any particular reason for this profile to be managed by a project, but it could be managed by the Maryland Project if project management is desired.
I guess I did not realize that governors were not managed by state projects....no problem...
Some profiles for governors are managed by state projects. However, since only a few of the state projects have been granted project accounts, for most states any profiles that are allegedly managed by the state project are in fact managed by the United States Project.
Maryland State Archives has a bio so I'll add some words and, more importantly, his parents.
