Looking for birth parents of James Elliott, Susquehanaa, PA 1856-1934

Question

My great-grandfather, James W. Elliott, was born in Susquehanna County, PA, in 1856. His father's name was Harrington. I cannot locate any adoption records for him, but he was adopted by the Elliott family. He married Mary R. Stevenson in 1879 in New York. Any help would be greatly appreciated!
