Germanic women's birth surnames as their mother's surname - how to research parents?

In searching for my gggmother's parents, I'm lost. Rosalia/Rosalie/Rosa Baer was born Rosalia/e Schmid. Her mother is unknown to me. Rosa has a "sister" (could be a false statement on ship manifest/Ellis Island). Karlsruhe archivist: she was legitimized by her father as a Herrmann, the father's surname, at some normal time for the era. Rosa married a Baer (Bar with umlaut-a), Christof Baer. I have been researching for about 5 years. I have neither been given nor found any way to find her parents.

(I do know about her that when she was 73, she lived in Baden-Baden, Baden, Germany (or Baden-Wuertemberg, Germany), complete with street address. I know too that when her granddaughter Anna Berg immigrated to the US (Ellis Island), her passage was paid by Veronika Schmid of Stanen (?)Street, New Haven, New Haven, CT; and when at 73 Rosa later brought my father, age 4, to the USA, she stated she was seeing "her sister" who could be/must be Veronika, then in her early 30s.

Connecticut has been reluctant apparently to give records access to ancestry.com, so I've had trouble researching Veronika too. After all the research, I am assuming that in 1907 (Anna's arrival in US) VERONIKA's surname is HER BIRTH surname. I do not know anything more about her.
