What would be the correct historical name of Smyrna/Izmir in 1896.

At the moment I have: Smyrna, Osmanlı İmparatorluğu

In English: Smyrna, Ottoman Empire

Language in the Ottoman Empire was a bit complicated … from Wikipedia:

The Ottoman Turkish alphabet (Ottoman Turkishالفباelifbâ) is a version of the Perso-Arabic script used to write Ottoman Turkish until 1928, when it was replaced by the Latin-based modern Turkish alphabet.

Though Ottoman Turkish was primarily written in this script, non-Muslim Ottoman subjects sometimes wrote it in other scripts, including ArmenianGreek, Latin and Hebrew alphabets.

A province should probably be in the location name too.

In 1867 they changed from Eyelets to Vilayets.

This one is where Smyrna was located: https://en.wikipedia.org/wiki/Aidin_vilayet

It had a governor, etc. like the structure the West would be familiar with.
