Advice for categorization of Stelzig-24?

I am trying to create in the category "Cemeteries" an entry for a cemetery in Brazil, state of Rio Grande do Sul, Town of Estrela, cemetery name CEMITÉRIO CATÓLICO DE ARROIO DO OURO. Anybody can help me? I intend to input all the people buried there.

It is difficult to set up cemetery categories for a country that does not have extensive location categories set up because the location is a required parameter in the cemetery category info box.

There is no naming scheme posted in https://www.wikitree.com/wiki/Help:Category_Names_for_Regions for any of the South American countries, so a naming scheme would need to be agreed upon. Right now, in the English language stream for Brazil, there are some states set up, but I don't think they are all represented. One location is Porto Alegre, Rio Grande do Sul.  This seems like the way to name the category for Estrela, but really, this needs to be worked out and finalized before creating a bunch of locations.  Each state would need a category for cemeteries AND it would probably need to be mirrored in Brazilian Portuguese.
