Will a URL, placed after <references/> tag, be an inline citation, even if it does not have <ref> <ref/> tags?

To be inline it needs to be in the correct place in the biography and with ref tags. No ref tags should be below <references />, so if you want it below that it should just be the URL with the citation. When it's inline, the citation will be below that but without the ref tags showing.

<ref>citation</ref> 

Compare to your example:
<ref> <ref/>

An inline citation, or any source reference, should have more info than just the URL. If/When the link breaks in the future there should at least be enough information to find the source without the link.
Like:
Author, Published year, Title, Chapter, page nr, Published by, Published where, Media type, ISBN/ISSN nr, URL fetched date, etc.

Another example:
"Parish registers. parish, town, country. Publication info. p. ##, URL if available."

The <ref>citation</ref> will appear as a numbered item after <references /> and the number will appear as a superscript inline in the biography. https://www.wikitree.com/wiki/Help:Sources
