Question about LNAB

I am working on a profile (not yet on WT). The man's LNAB was Burnett, but almost every record of him, including his military records and death records, lists his surname as Stedman.

I don't have proof, but I think he was adopted by his stepfather.  His older brother died at 13, and his name at death was Burnett.

What name should I use for LNAB? I'm inclined to think Burnett and add Stedman as an Other Last Name.

My 2 cents is LNAB would be Burnett and current last name would be Stedman.
