How to add the categories that exist but do not appear in the pick list on a profile

Question

There are categories I can find in the category browser that do not appear in the pick list when I try to add the category to a profile. My example: Trying to add category Greenville, Greenville County, South Carolina to [[Holliday-1822|James Earle Holliday (1925-2017)]]. The pick list when I'm editing the biography will show me Greenville County, but not Greenville city within the county

In the Category browser Greenville (city) has profiles, so I know there's a way to do it. While searching existing G2G questions I found a reference to a "use" link in the browser. But I don't see a link or button like that when I'm in the browser.

I tried picking the Greenville County category and then editing it to add the city, but when I tried to save the editor told me the category was incorrect.

I'm sure this is a Frequently Asked Question with a simple answer, but I haven't been able to find the answer. Thanks for hints.

In the place name data fields, WikiTree is picky about the need to record the county name, but the same policy doesn't apply to names of categories. There's only one city named Greenville in South Carolina, and the category for it is added to a profile as [[Category: Greenville, South Carolina]] (no need for the county name -- note that the city category is contained in the county category, so the relationship is indicated by the category structure).

Thanks to all of the answerers. I got caught in the assumption that everything would be fully scoped. I will try to look at the categories with unassuming eyes.

The category is https://www.wikitree.com/wiki/Category:Greenville%2C_South_Carolina for the city. It is in the category picker as Greenville, South Carolina.

If you were trying to add city to the category name it wouldn't work.

If you type Greenville, South Carolina into the picker it will come up. (Without "County" in the name)
