Passenger List notes "505 issued"

I looked at the image associated with a Passenger List, from when Katherine Emens (Farnham-794) arrived in 1924. I see handwritten, on her line (#10) the words "505 issued". What does that mean, or where should I look to figure that out?

May have had something to do with the fact that she was born abroad, there were lots of restrictions on Asian immigration so she may have need to prove that she was a U.S. citizen.  Maybe look in Customs and Immigration Service documentation?
Ok. Thanks.

Yes, she was born in China to US citizens.
