IF it can be documented that a person with that spelling of surname did receive a Barnstable grant in September 1640, THEN yes. However, as noted below Anderson does not include a "Thomas Huckens" in GMD, which means he found NO SUCH RECORD. As for the records I can access as of this posting, the earliest record of Thomas Huckens is his marriage to Mary Wells in 1642, no month or day given [Robert S. Wakefield, "Plymouth Colony Marriages," MQ 42(1976):64 citing the reprint of Plym. Col. Recs. 8:285-288]. Wakefield notes that, along with 8 other marriages, it was entered into the original volume AFTER 1646, the first year vital records reporting to the colony was required. That was 2 years after the birth of Thomas and Mary 1st known child in 1644. Thus, the date of the marriage is itself suspect.
For further review, Torrey New England Marriages 2:811 has this:

No one, it seems, has looked at deeds or probate for Thomas.
As to this Thomas being a member of the Ancient & Honourable Artillery Company, and therefore in Boston by 1639, (see claims below), that Thomas is Thomas HAWKINS - See archive.org, ANCIENT (Boston: 1842, 2nd. ed.), p. 82-83 and GMD 156 (Thomas of Whitechapel, co. Middlesex, 1636). I tried accessing the ANCIENT links posted below but as of this hour I am getting Not Available pages. I therefore went to achive.org.
Based on the information avaialbe now, Thomas Huckens of Barnstable circa 1642 should not be included in the PGM project.
