There's a difference between a dead link that doesn't work for anyone, 404, and one that requires a password or is otherwise restricted. In this case, it appears that the file has been removed, possibly temporarily, from the website. See https://www.njgsbc.org/gsbc-research-resources/bergen-county-families/: "The PDF files below were taken offline while the Committee completes its important review work. Once the GSBC Board approves the final files and processes this summer, we plan to re-launch the collection in early 2023." Obviously the timeframe has passed but the status remains. Since the link was apparently valid when it was created and wasn't replaced by another, it would be better to leave it intact and add a comment about the situation. The Suggestion can be marked as False with an explanation.
