Merge denied...but why?

I adopted an orphaned profile. It is a duplicate, and in 2020, the owner of the original profile proposed a merge that shows as pending.

As the new profile manager, I accepted the merge and received a "permission denied" message. Is there a reason why it's bouncing back if both parties agree to the merge?

I think it's because the other profile isn't open, so it would need that PM to complete the merge.
