Why was Clarence Williams born in Freeburg, Ill?  The family didn't seem to live there.  Are there close relatives there?

They could have just been passing through. I have a similar situation with my great grandmother and her twin. They were born in New Jersey, and no one knows why. The rest of their siblings were either born in Hungary or Ohio. A mystery for sure! I hope you have better luck finding an answer than I have.

The 1890 census has them living in Cape Gerardeau, Mo and his father's death in Maries, Mo.  Possibly the best route to either place could have included Freeburg.  Freeburg was also a large stockyard, maybe they were on a "buying" expedition?  It just seems so unwise for a pregnant woman to be traveling when so advanced.  But hopefully a newspaper clipping of the birth announcement will be found explaining the story.  There is another Williams in Freeburg, are they related?
