It's generally "iffy" if they have received a mention on a Wikipedia page, but have no page themselves. We usually do not include them as Notables, as it's awkward as to where to draw the line. Often many people are mentioned in Wikipedia pages who have no central Notable element to them, or have never achieved the level of Notability that Wikipedia requires. So we'd have to spend time reviewing their requirements, should someone submit them for Notable status, and since they don't have a Wikipedia page, we would need their profile to take the place of a Wikipedia page. It would need to outline what they're Notable for, provide links and references, sources and documentation, and those would need to be independent and significant enough to qualify them. So if someone is interested, they could pursue this, but we couldn't just award them the status without enough proof.
