Merge suggested in 2018; Caryl Ramsden 8th Bt.

Question

So I'm just wondering, is it privacy levels that are hindering this merge? Something else?

Yes, privacy is blocking it.  The profile is closed and so even if all PMs have approved the merge and it is attempted it will fail unless the PM of the receivng profile is doing the merge.  Try a private email to the PM requesting they complete the merge. If there is no response after 7 days follow https://www.wikitree.com/wiki/Help:Unresponsive_Profile_Managers
