Trying to connect first American military aviation casualty Frank S Scott (1883-1912) with the tree.  Cannot find any family names except sister Clara (Scott).

should be in the VA database - see https://gravelocator.cem.va.gov/

or not... No Frank Scott born 1883 died 1912 found. And no Scott at all found born in the years 1860-1867. But I couldn't find that ANC was one of the cemeteries listed for the va.gov search page I gave the link to.

the Army has https://ancexplorer.army.mil/publicwmv/index.html# - it finds 0 Frank Scotts at ANC. It finds nearly 1000 Scotts. You might want to see if you can narrow the results there.
but Find a Grave has him:

https://www.findagrave.com/memorial/30700117/frank-s-scott

And I should have read the profile first. I misread the question (managed to miss the "buried in 1912" part).

You're asking for info about his parents, not asking for help in locating them in ANC.

Sorry!
Oh, I'm sorry for sending you in the wrong direction.  Yes.  I'm looking for Frank's parents.  He was orphaned at age 6 and they are not named in any documentation I can find.
wasn't you... it was my poor reading skills! (well, actually, my bad habit of not reading to the end)
