Bounty Land Application From 1859 - Same As The Warrant? Need To Review

I have pieces of information from a Bounty Land Application and I'm unsure where to look to find the actual documents.  

The complicating factor is that I don't know the surname of the person making the application.  By finding the documents my wish is to learn his surname and his parents (mother specifically) names, and any other genealogical details that may be in the record.  Here is what I've been given:

Application by: "Richard, son of Tishomingo" (a Chickasaw)

"Bounty Land Application # 305.066, Sept. 27, 1859. US National Archive."

For example, the number "305.066" does not seem to match the warrant numbers I've seen for the War of 1812.  

  1. Are the applications the same as the warrant?  
  2. Did Native American soldiers in the War of 1812 receive the same Land Warrant as an "American" solider?  
  3. Perhaps this is not from the War of 1812 but another conflict or purpose?
