What does it mean that a person “is Notable”?

I’m new to Wikitree.  Can someone please explain the status or import of the label?  Who decides (and by what criteria) that a person “is notable”?

It is a way to categorize profiles of famous people. See the link

Usually past Notables (those who have died) must have at least 1 wikipedia page or be listed in the country's national Who's Who or National Biography.

Current Living Notables, (Celebrities and Famous people)  need to have at least 3 Wikipedia pages ( in other languages as well) in order to become a public profile rather than an unlisted one because they are still living.
