Advice for categorization of Scott-2856?

I would like advice or may need help creating a new category for the profile of Sophia C (Scott) Todd. The category might be named something like Unknown County, Delaware

Could I get help creating the new category? Or is there an existing category to use? Thank you!

I would just use the Delaware, USA category abd the update it when you find out the town name.

Thanks, Nicci. I thought about that, but there is no Delaware, USA category, only categories for the three counties.  I could make a guess for which county, but that is all it would be is guess, and Sophia is part of an effort to break down a brick wall (her father).
You could put in the possible county, my thought would be New Castle as she moved to Cecil County in MD. And you could put a note to that effect.

New Castle County is the obvious guess, but a guess is still a guess.  That's what I'm trying to avoid, as there is way too much guessing and family stories for this line.  I have no experience with creating categories, but my understanding is that they are supposed to be hierarchical.  I can try to create one for Delaware, since it seems one should exist, but no guarantee that I will do it correctly. Sorry,  the way Delaware is categorized doesn't make sense to me, and I am not willing to add a guess.
