Is anyone able to explain the "Vestiging en vertrek" (settlement and departure) records in Wiewaswie?

Hi,

I'm looking at a WiewasWie record for Jaques de la Haye in Amsterdam on January 18,1641. He is a silk shopkeeper. I can't read Dutch and though I tried translating the record, I can't tell whether it indicates that he is settling IN Amsterdam or leaving Amsterdam (or something else). Wish I could link to the record, but I don't think so. Can anyone help?

This is a record in a Poorterboek: the registration at the office for new inhabitants (the Poorter) and workers, after they paid the tax to live in the town. So he registered in Amsterdam with his profession Silk Shop Keeper. (zijdewinkelier).
