Thanks for your response. He was a grandchild of MILNE, Charles and ANDERSON, Sarah and we would like to know who his parents were. He lived with his aunt MILNE, Margaret and her husband DUNBAR, Peter Stewart in the Guelph area. He was listed with them at the age of 12 in the 1871 census. My mother did this much but was unable to find out who his parents were. Any suggestions are most welcome.

His obit on page 7 of the Leader Post from Sat, Feb 3 1940 says that he was born in Guelph Junction and came to Regina in 1904 from North Dakota after living in Minnesota.

Unfortunately, the Presbyterian church record for his marriage to Jessie Bennett in Saulk Rapids MN on 10 Mar 1887 does not give his parents' names.  There was likely not civil registration there at that time but you might want to verify that.

Perhaps his death registration in SK would be worth checking.

The 1861 census may be no help if he was the 2 year old William Millen living in Arthur with the cabinet maker Robert Stephenson and his wife Mary.  He was listed as not a family member.  https://central.bac-lac.gc.ca/.item/?app=Census1861&op=img&id=4391573_00102
