Birth Certificate needed to prove his parents

I need to confirm William Hubbard McDonald is the Father and Francis Elizabeth Vickers is the mother. I have census,etc....but I am at a brick wall with his grandparents...and I am trying to document birth parents as above.

This looks like him in the Social Security records, you can order his complete file from SSA.gov.  If he didn't have a birth certificate he would have needed some proof of birth to apply.

absolutely Yes! It is him. I am trying to reconstruct thru his documents that his father is William Hubbard vs Herbert McDonald born 1865 in ?Tennessee, death in Paris, Henry, TN in 1941. My end goal is to break thru a 5yr brick wall on William Hubbard McDonald's parents who on his death certificate above is listed as W. H. McDonald and Cornelia Preston (possibly Presson). After years of researching that is the only document that mentions William (W.H) and Cornelia...it is like they disappeard after 1865. I have wondered if it could be the Civil War?

The only difference is that in Census records it states he was born in either Manila or Big lake, Mississippi, Arkansas??
The Social Security Administration can be real slow, and non-responsive to questions. If that is the case with your query, contact your local Congressman’s office. They usually have a staff member that deals with federal agencies, and can significantly expedite the process.
Herbert could be a corruption of Hubbard - or vice versa.
Both the Soc Sec transcript and the image of the death cert for Joe say father's name was "Herbert."  1910 census (Mississippi, Arkansas) says "William H.," parents' marriage record (September, 1886, Mississippi County, Arkansas)  just says "W.H."  "Herbert" could certainly be a corruption of "Hubbard."
