Is this a qualified reference?

Question

When checking for reference material listed on a Familysearch
profile it states that this material is from an "extracted IGI report".  Does this constitute a qualified wikitree reference?

It's a source, in the sense that it says where you found the information, but it's useless as a reference for anyone else to find documentation to support a relationship or other claim.  The IGI is just a compilation of randomly collected, generally undocumented, family information assembled by the LDS Church. mostly from family trees submitted by Church members..

I know the family trees are not an acceptable source but didn't know where they collected those references from.
