Herman's birth is not public yet. I looked in Delpher to see if the marriage is traceable in there, but no luck there.

Any hint of the names of his parents might help.

Maybe off topic/not related: there is a marriage notification for Herman Th. A. Bax and Louise Baarspul (Victoria B.C. Canada) on Sept 15, 1961 (maybe 1951). cbgverzamelingen.nl

Yes, so that is 1961 then.

Another option is to request the 'Persoonskaart' for him from the CBG. That is actually a service provided by the Dutch Genealogy Bureau and will produce a search for the person's registration card. This is what I usually do with more recent people. Try to combine it with more searches so it will cost a bit less.

The more info you have, the better the  chance it will render a result. It also costs a little bit of money.
