Harold was born in 1897 at Camberley in Surrey. He was the son of Colonel Nigel Harington Balfour and Grace Annette Marie Madocks. He was educated at Chilverton Elms School, Dover before going on to the Royal Naval College at Osborne on the Isle of Wight.
He fought in the First World War, with the 60th Rifles, Royal Flying Corps and Royal Air Force. He is regarded as a World War I flying ace.[1] He was awarded the Military Cross (M.C.) and bar.
He married (1) Diana Blanche Harvey, daughter of Sir Robert Grenville Harvey, 2nd Bt. and Emily Blanche Murray, on 15 December 1921. Their child:
He and Diana were divorced in 1946.
He married (2) Mary Ainslie Profumo, daughter of Baron Albert Peter Anthony Profumo, on 2 January 1947. Their child:
He was Member of Parliament (M.P.) (Conservative) for the Isle of Thanet between 1929 and 1945. He held the office of Parliamentary Under-Secretary for Air between 1938 and 1944 and Minister Resident for West Africa between 1944 and 1945.
He gained the title of 1st Baron Balfour of Inchrye, of Shefford, co. Berks (in the Peerage of the United Kingdom) on 5 July 1945.
He was a director of BEA between 1955 and 1966.
He passed away aged 90 in 1988 in London and is buried in St Peter's Churchyard, Hersham, Surrey.[2]
