Information needed on Spearman Sankey Neal born in Kentucky 1880

Question

I am stuck in my research of my great-grandfather Sankey Neal (married Flossie Shelton) in Kentucky.  The only possibility I have is that he took his mother's last name Neal/Neale and lived with his grandfather and mother.

His marriage cert lists his mother as Elizabeth Neal, no father listed.  His WWI draft records lists birth in May 1880, other records have a wider range of birth year.
