On 18 Jan 2023 Carol-Lynn (Finch) Harke wrote on Cartwright-1504:

Are there two different Rose Cartwrights? One was engaged to William Sharp in Victoria, Australia and the other lived near Victoria, British Columbia Canada. The one in BC has different parents on records than the ones attached here; see research notes. Changes have been made to dates and locations etc. by several people over time. I have no personal knowledge, I was sourcing records for available dates and parents don't match.

Here is a probable death record for the Australian Rose:

This Rose (Ludlow) Cartwright died in 1943 aged 46. Here is the birth record:

The birth was not registered until 1918, but in fact it took place in 1897.

Here is the marriage record you mention, in 1919 not very long after the birth was registered.

You were a great help!  The source of the engagement is Margaret's grandmother's account when she received the photo.
