Unresponsive Manager, Private with Public Biography, What is the Appropriate Procedure?

I have run across a profile for someone who died nearly a century ago, but whose profile is set to "public with a private biography".

In tracking down the PM, it appears that they passed away in 2015. It also appears that a great many of that PM's profiles have privacy settings that make them inaccessible.

I intended to fill out an unresponsive manager form, but I am uncertain whether the profile's privacy settings will cause it to be deleted or not. If so, then I will just make a new, open, profile, but I want to be certain of this before I do so.

Edited to add: Heacock-493 was born 143 years ago and died 94 years ago, so it doesn't quite meet the requirements for the Open Profile Request form.
