Governor Terral was born in Union Parish, Louisiana on 21 December 1883 to George W and Celia (Calk) Terral, both of whom were from Mississippi. He was educated in the public schools of Mississippi and Louisiana before entering the University of Kentucky, where he studied from 1905-06. He transferred to the University of Arkansas, where he graduated in 1910 with a Bachelor of Laws.

He began his law practice in Little Rock that year, and in 1911 became secretary of the State Senate. He became assistant deputy state superintendent of public instruction in 1913 and then served as Secretary of State from 1917 to 1921. He made an unsuccessful bid for Governor in 1920. In 1924, he was elected Governor, serving one term. After his defeat in the 1926 primary, he returned to private practice and made three unsuccessful comeback bids for Governor.

He married Eula Terral (same maiden and married name, no known relation) of Pine Bluff on 14 February 1914. They had no children. He died in Little Rock on 9 March 1946 and is burried at Roselawn Memorial Park Cemetery.

He was a member of the Ku Klux Klan, the Modern Woodmen of America, the Ancient Order of United Workmen, and the Free and Accepted Masons. He was a member of the Pulaski Heights Baptist Church, a Missionary Baptist denomination.
