Biography

"The Herald" (Piedmont, W.Va.), Thursday 21 June 1945:

"Funeral service for Charles H. Spicer, 66 well-known resident of Piedmont and a member of the city council, was held yesterday morning from St. Peter's Catholic Church, Westernport. Requiem Mass was said by the assistant pastor, Rev. Leon Warczynski. Burial was in the parish cemetery.

Pallbearers were William T. Davis, John Ward, E. J. Cheshire and Wright Welton of Piedmont, and James Briley and Ernest Dayton, Keyser. Honorary pallbearers were Harry Bucy, Michael O'Donnell, James Feaster and George Boyd.

Mr. Spicer had been ill for about twelve days, suffering from a heart attack and pneumonia. Friday night he entered Potomac Valley Hospital, Keyser, where he died the following night.

A member of the city council, he was first elected to that body in 1917 during the administration of the late H. Clay Shaw, mayor. He also served under the administrations of Robert McV. Drane and Harry Bucy. Two years ago he was reelected to serve for a four-year term.

A boilermaker by trade, Mr. Spicer was boiler foreman of the B. & O. shops at Keyser at the time of his death. He had served in a similar capacity for ten years in the Cumberland shop. He learned his trade in the old B. & O. shops here and at different times during his career had been employed in Grafton, Elkins, North Carolina, Indiana and Mexico

Mr. Spicer was born in Midland and came to Piedmont as a child with his parents, the late Joshua and Mary (Main) Spicer. His wife, Mrs. Margaret Bissett Spicer, died nine years ago. He was a member of Piedmont Council, Knights of Columbus; St. Peter's Catholic Church, and the boilermakers brotherhood.

Surviving are four daughters, Miss Margaret Spicer, R. N.; Miss Ursula Supcer, Mrs. Woodrow Wilson, and Mrs. John Griffin. He also leaves three sisters, Mrs. Agnes Bissett, Frostburg; Mrs. Ambrose Smith, Baltimore; and Mrs. Bryan Healy, Piedmont; and one grandson, Woodrow Wilson Jr."
