Francis Westwood Spencer was born about 1740 in Colony of Virginia, son of Samuel Spencer (1708–>1765) and Frances Westbrook (~1712–1779).
Francis married Mary Horsley (born in 1744 in Uttoxeter, Staffordshire, England; daughter of Thomas Horsley and Lydia (Ambrey) Horsley). Their daughter was Nancy Ann Spencer (1769–1795).
Francis died on March 19, 1793 in Buckingham, Virginia, United States, aged about 52.
