Jeffrey Spencer is originally from Joliet, Illinois and attended many of the city's schools. He left high school (Joliet West) early in his Senior year (1976) to join the US Army. After attending training in Ft. Dix, New Jersey he moved to Ft. Ord, California.
After serving eight years in the Army, Mr. Spencer married Debbie Potts in 1984, then moved to Huntington Beach, CA. They moved to Sacramento where he worked for the State of California and attended college at night. Jeff and Debbie had a daughter (Lauren) in 1987.
Mr. Spencer has had a career of public service starting with the Army, then the State of California as a planner at Caltrans and includes work at the California Dept. of Water Resources and Dept. of Fish and Game.
He divorced Debbie in 1993.
He met Bridget Growden (Glen Ellyn, Illinois) in 1994 and they married in 1998. They have two sons (Matthew (1999) and Justin (2001)). They moved to Clifton, Virginia in 2010 where he was the Intelligent Transportation Systems (ITS) Program Manager for the Federal Transit Administration in Washington, DC.
They returned to live in South Lake Tahoe, California in 2013. Mr. Spencer served as Executive Director at the Sacramento Transportation Authority, which provided local funding for transportation projects throughout Sacramento County.
Mr. Spencer is currently back at Caltrans doing aviation system and land use planning and is also an independent consultant in smart cities, urban design, transportation technologies and planning.
His experience includes over 30 years of community service as a planning commissioner, director of local conservancies, and scout leader. His community work includes being a founder of the town of Antelope, California. He has served as Adjunct Faculty at San Jose State University and San Francisco Community College.
He holds Associate degrees in Business and Real Estate, Bachelor degrees in Business Administration and Management, and a Master’s degree in Transportation Management from the Mineta Transportation Institute at San Jose State University.
