Donnie was born in Plainview, Hale County, Texas on July 28, 1943. His parents were George Edward and Georgia Alice (Parker) Smith. He was raised on a farm six miles north of Hale Center, Hale, Texas until the age of 18.
Donnie married Donna Joyce Blackburn at Hill Chapel in Canyon, Texas on 30 May 1964.
