Robert was born in 1806 in Limerick, Ireland. He was baptized according to the rites of the Catholic Church on 26 May 1806. His parents were Robert Shaughnessy and Mary Ryan. The baptism certificate has the spelling of his name as Shaughnessy but by the time of his marriage in 1835 he spelled his surname Shanassy.
He emigrated from Ireland to Liverpool in the 1820s. He married Margaret Maddock at St. John's Church, Liverpool on 14 September 1835. In that record his occupation is listed as Warehouseman.
He subsequently became a Police Officer, from 1836 to the date of his death in 1849. The Liverpool Borough Police Department was established in 1836 and he would have been one of the early recruits. According to the discipline records of the :Liverpool Police, Robert was rewarded monetarily on numerous occasions for apprehending felons but was also fined for being the "worse for liquor" while on duty.
He passed away on 1 September 1849. The GRO UK certificate of death spelled his surname Shanassy and the cause of death was "Malignant Cholera, duration ten hours". His address was 11 Back Rathbone Street, Mount Pleasant, Liverpool and age at death was 43 years old.
