Otte Rømer was born about 1335. His mother was a sister of Svale Ølversson.
Løberg says that his grandfather was Henning van Rome in Mecklenburg
He supposedly served as a page at the courts of king Magnus 7 and Håkon 6 in his childhood.
He is first mentioned in 1361, when kings Magnus and Håkon granted him property that had been claimed from Audun Hestakorn.
He was named as riksråd in 1370, in 1379, and in 1383-1398. He sealed the establishment of the Hansa privileges august 1398, and the peace treaty between the nordic kingdoms and the german order in september 1398.
He is titled Herr Otte Rømer in 1399, and had then been knighted.
He was høvedsmann in Bergen from before 1398 until lafter 1405.
He used the same coat of arms as the Rømer family in Mecklenburg, but is not the same person as Otte Rømer who is recorded there in 1370.

He owned the seahouses at Galgen in Bergen after they had been owned by Herr Svale (Ølversson).[1]
Otte is not mentioned in sources after 1409.
On 30 Nov 1411, his son Svale claimed the rights to some properties that had been given to Otte by kings Magnus and Haakon.[2]
