He was a Chief Engineer aboard the McCulloch during the Spanish-American War with the United States Coast Guard.

Frank B. Randall, died "from the effects of heat and over-exertion" while attempting to distinguish a fire on the McCulloh on May 1, 1898 during the Battle of Manila Bay in the Philippines.
