Roger Count Raczynski was born on December 7, 1820, and died on February 24, 1864.
After graduating from the Knight's Academy in Legnica, he attended the University of Berlin, where he studied history, law and philosophy. He worked as a lawyer at the Germany Supreme Court and then travelled to France, Germany and Italy but returned to Poland in 1847, to settle his father's affairs.
In 1845 to 1864, he was the Curator of the Raczynski Library .
During the Revolution of 1848, he was a Polish deputy to Berlin and, after the outbreak of the uprising, he abolished the rents of his peasants and provided support to their widows, hoping to win their support. He was part of the delegation to the National Committee.
At the collapse of the uprising, he wrote an open letter Wer hat die Freiheit verrathen, die Slaven oder die Germanen? published in 1848 in Berlin.
From 1849 to 1849, he was a member of the Directorate of the League of Poland.
He was an important donor to the Poznań Society for Scientific Assistance and the Polish school in Batignolles.
In 1863 , he aided the January insurgents, purchasing weapons for them and otherwise supporting the uprising financially. Fearing arrest, he fled to Florence and then Poland.
He had an affair with Zenaida Princess Lubomirska, née Hołyńska, and, when she became pregnant, he entered into a fictitious marriage with Maria Gottschall, who pretended to be the mother in exchange for a lifetime salary.
The affair disgusted his uncle, Athanasius Count Raczynski, who removed him from succession to the entailed property, which passed to a distant relative, Wilhelm Count Raczynski.
